The Senior Policy Analyst will provide the Agency’s front integration office with strategy, policy analysis, business process improvement, communications, and project management support. The Senior Policy Analyst serves as the client’s primary point of contact and is charged with developing plans, policies, guidance, procedures, and other materials to reach the Agency’s goals. The ideal candidate will have experience with strategic planning and implementation, project planning and tracking, and process design. Duties may include, but are not limited to:

Policy Analysis

  • Become a subject matter expert in the specific policies applicable to the customer.
  • Research and track policy issues, proposals, and legislative provisions in development.
  • Analyze policy issues for potential implications to the Agency and its program(s) and make recommendations.
  • Serve as a thought leader for the team in policy analysis discussions.
  • Provide technical assistance and/or act as liaison between customers and federal government, staff, partners, and stakeholders in the program policy arena.

Project Planning and Management

  • Effectively engage the customer, deliver products, lead customer meetings, resolve issues, and exceed customer expectations.
  • Perform project tracking by developing and updating action item trackers, dashboards, and other project tools.
  • Identify project risks and challenges, including mitigation strategies.
  • Conduct thorough and detailed quality review of all products and deliverables, including presentations, agendas, notes, reports.
  • Develop project management materials for the customer, such as roles and responsibilities, stakeholder engagement plans, project management plans, project communication plan.

Strategic Support

  • Think strategically, translate high-level strategies into actionable plans, and develop or provide key input into project schedules and work products.
  • Develop conclusions and recommendations, draft report material, and coordinate the development of documentation and briefings to be presented to senior leadership, Congress, and the Administration.
  • Provide guidance and recommendations to the client to assist with achieving desired outcomes.
  • Perform basic data analysis to support reporting and decision making.

Process Design and Improvement

  • Proactively analyze business processes and programs to identify opportunities to increase business efficiency.
  • Design, document, implement, and socialize improvements to processes and workflows.
  • Design and support the implementation of change management approaches focused on stakeholder engagement, adoption, and communication.
  • Develop user guides and conduct informational sessions to facilitate adoption of new processes.

Meeting Support

  • Provide meeting support, including meeting planning, material development (agendas and presentations), materials printing, logistics, scheduling, facilitation, and notetaking.

Communications

  • Develop internal and external communication products, including but not limited to email messages, fact sheets, white papers, plans, processes, presentations, and reports to convey information and facilitate buy-in.
  • Develop presentations and talking points for leadership briefings to the Agency, Administration, and Congress.  

Education:

  • Bachelor's Degree in a related field (for example, Public Relations, Public Affairs, Communication, Journalism, Business, Industrial Psychology, Organizational Leadership, Organizational Change Management, or Political Science)

Skills:

  • Client-oriented and proactive individual who is able to prioritize multiple tasks.
  • Proven analytical and problem-solving skills required.
  • Demonstrated ability to work independently as well as part of a team.
  • Ability to assign tasks and provide direction and guidance to team members in order to reach project goals.
  • Must have strong professional, interpersonal, and organizational skills and be detail-oriented.
  • An energetic, forward-thinking and creative individual with high ethical standards and an appropriate professional image.
  • Ability to manage multiple, simultaneous tasks.

Experience:

  • Junior Level:  Requires a minimum of 4 years of experience
  • Senior Level:  Requires a minimum of 8 years of experience
  • FEMA or DHS experience preferred
  • Experience with Microsoft Project, Word, Excel, PowerPoint, and SharePoint required

Compensation:

The estimated salary range for this position is estimated to be $80,000 - $130,000/year. Please note that the salary information is a general guideline only. SRE considers a wide range of factors that are considered in making compensation decisions including but not limited to skill sets; experience and training; licensure and certifications; and other business and organizational needs. Additionally, SRE adheres to all state and federal requirements regarding salary to ensure compliance with applicable labor laws. The estimate displayed represents the typical salary range for this position and is just one component of SRE’s total compensation package for employees.

Work Environment: 

The primary work location of this position is Washington D.C. Metro area, remote work is allowed but not guaranteed. If you live outside the commutable area, travel expenses are not reimbursed to the primary work location.
